<blockquote><p>It&#8217;s hard to see on the video but I live here in Portland and this is a very steep hill up in the West Hills. It isn&#8217;t just snow on the street. There is a layer of ice beneath it. The road should have been closed. It was misleading. To add to problem, Portland doesn&#8217;t get snow every single winter and therefore many of us aren&#8217;t as experienced in the techniques of driving in the stuff.</p></blockquote>
